SB 7 gave HHSC the ability to expand the Medicaid Managed Care programs known as STAR (State of Texas Access Reform) and STAR+PLUS to the Medicaid Rural Service Areas as well as “carve-in” nursing facilities and integrate the acute care for adults with intellectual developmental disabilities. This essentially puts almost all Medicaid services into a Managed Care plan. 5 Managed Care Organizations (MCO) have been contracted by the State to provide statewide MCO coverage. The main feature of moving to a managed care model is service coordination – specialized care managementservice is based on the member need and performed by the MCO service coordinator. Approximately 55,000 –60,000 current Nursing Facility patients will be moved into STAR+PLUS MCOs. The Nursing Facility "carve-in" will be effective March 1, 2015. The non-Nursing Facility expansion to STAR+PLUS is effective September 1, 2014.
